Make it the introduction and give a clear method for the recipients to unsubscribe (above what you normally would). The reason is that you're giving the reader a greater indication of what they can expect to receive in the future. As it stands now, you're asking them to make a decision without showing them the benefits of picking the outcome you're after - to stay subscribed.
